MAIN PROBLEMS OF THE SYSTEM OF STATE PENSION INSURANCE IN THE RUSSIAN FEDERATION AND DIRECTIONS OF ITS PERFECTION
Abstract
The article considers the problems of the system of pension insurance in the Russian Federation at the present stage of development. The issue is important because modern pension system under current conditions of transformation of Russian economy needs reformation. Relevance and necessity of raising of efficiency of the current distribution and accumulation system of pension insurance are caused by significant economic problems, formed in the country as a result of crisis manifestation in economy, as well as insufficient ability of basic institutes of pension insurance to secure their long-term stability and sustainability, and to provide pensioner with decent living standards. Urgent development of the Strategy of long-term development of the pension system of the Russian Federation, approved by Order of the Government of the Russian Federation as of December 25, 2012 N 2524-p, which marked a new stage of reformation of the pension system with setting of the goals of increase in life of pensioners – reaching 40 % of the coefficient of earning replacement rate and reaching the ratio of pension not less than 2–2,5 of the set cost of living of a pensioner, is also indicative of the crisis state of the system of pension insurance and coverage. Besides, new pension federal laws, which formed institutional bases of a new pension reform, have been introduced since 2015.
