Development of a Methodology for Assessing the Effectiveness of the Implementation of Public-Private Partnership Projects
Abstract
The experience of foreign countries shows that in the context of a budget deficit, the process of attracting private investments in the form of public-private partnership (PPP) is intensifying. The author proposes an author’s methodology for assessing the effectiveness of PPP projects, the uniqueness of which is the development of a comprehensive system of indicators that allows assessing the quality of the institutional environment, the experience of implementing projects, and the readiness of government agencies, private companies and society for effective interaction. A conclusion is made about the progressive formation and development of the PPP institution in Russia.
