MAIN MANAGEMENT METHODS OF MUNICIPAL HOUSING ECONOMY

Abstract

Municipal  housing  economy  is one  of the  most  socially important systems  in national economy. Municipal housing economy is quite difficult to manage because it is a complex, unevenly developed system. «Linear» management approach, based on the principle of equality of control  action and its result, has been used by the state for a long time. The most problem aspects of the sector were emphasized. All resources  were focused on the solution  of critical problems,  while external  factors  were not of great  concern.  Besides, the influence  on intraystem links was not taken  into account  either. Such state interference was effective enough in short-term outlook,  where the effect of the interference in long-term  period  was minimal, and  in some  cases negative. Alternative management method of the  sector (which  is still beginning to emerge  in Russia)  is based on the characteristic of municipal  housing economy as a complex unbalanced system, self-organizable. In this case the control  action  is less ad-hoc and serves  as impulse towards further self-development of the sector. Thus, state interference is a «positive» indignation that  draws  instability of the  whole  system. The  system, in its turn through internal resource mobilization, finds new equilibrium point that  usually  is a new coil of system  evolution. Thus, nonlinear approach contributes to independent, most  effective development of a complex system.
