LOWER LINK OF THE POWER VERTICAL: FEATURES OF CITY-MANAGER
Abstract
In recent years the city-manager public office spreads more and more. A lot of city-man- agers in Krasnoyarsk Territory as well as some in Novosibirsk Region emerged. City-managers rule the local administrations in Ekaterinburg, Barnaul, Biysk and many other cities. The article discusses the issues of the office, rights, liabilities. The comparative analysis of old and new system of organization of the considered link of the power vertical is carried out.
