USE OF INFORMATION AND ANALYTICAL SYSTEM OF MONITORING LABOUR POTENTIAL OF TERRITORIES FOR REGULATING LABOR BEHAVIOR OF POPULATION

Abstract

The competitiveness of the economy and Russia’s transition to the innovative path of development is largely dependent on the availability of a sufficient number of high-quality workforce. Concerning this the urgent task is to assess the state of the labor potential of the territory in the monitoring mode. On the basis of the author’s methodology for assessing labor potential, which includes analysis of both qualitative and quantitative aspects, the information-analytical system of labor potential monitoring is suggested. The developed system consists of a database and analytical part, which allows considering labor potential and its individual components from a perspective of the Russian regions. 

As an example of the system performance the study presents the results of the Russian regions grouping by quantitative and qualitative aspects of labor potential basing on data for 2013, which provides an opportunity to identify the benefits and problems of a specific area in order to develop and implement effective policies in the field of social and labor relations.
