CHANGES IN BUDGET LAW: PROBLEMS OF LOCAL BUDGET BALANCE

Abstract

The main  federal laws that  have  a significant impact on the activities of local self-government in the Russian Federation were analyzed. The author notes, that the law continues to ignore many  of the pressing problems of the local self-government in Russia, including fiscal autonomy of local  authorities; mechanism for financial support of local  budgets, fi- nancing costs  transferred to the  local  level  by federal and  regional legislation; separation of ownership (municipal and  regional); municipal bankruptcy procedure. The  problems arising in the implementation of local government reform were identified.
