FINANCIAL MECHANISMS OF INDEPENDENT MERIT RATING

Abstract

The paper investigates the problem of constructing of national system for certification of employee qualifications and mechanism of funding. The recommendations on the optimal funding model of the regional certification system are given. Data for subjective view was awareness survey of employees and employers in the Sverdlovsk region. The article may be interesting for researchers specialized in labor economics, and human resources management. Results of the research are useful for elaborating personnel recruiting systems, systems of competence and qualification or labor market regulation policy.
