The article is devoted to statistical analysis of the factors of differentiation of regions of the Russian Arctic. To achieve the objectives of the study the authors performed the following work: a critical review of analytical materials about the Arctic zone of the Russian Federation; Russian Arctic zoning analysis using multivariate statistical methods; study the factors and causes the differentiation of regional development of the Arctic zone; statistical analysis of socio-economic development of Arctic zone regions for 2005–2014; clustering territorial entities of the Arctic zone in terms of development; definition of industrial growth points of individual regions. Information-analytical materials of Rosstat for 2005–2015 and the investment of the passport of municipal districts for 2012–2014 were used as an information base.

The special attention to research of demographic situation on territories of the Siberian-Kazakhstan border areas related to the sharpness of demographic problems and presence of risks of demographic security decline of Russia border areas. The changes of demographic potential of subjects of the Siberian federal district, having a common border with Kazakhstan, happening as a result of depopulation and migrations in 2001–2015, are examined in the article. The important constituent of research is an analysis of population forming features on territories of administrative districts directly adjacent to the border with Kazakhstan.

The article analyzes the optimization mechanism of agricultural policy and develops the theory of the economic mechanism and agricultural policy. We apply general scientific and special methods of research. The results have the content of the optimization mechanism of agricultural policy, its subject-object and the structural and functional analysis of the factors influencing political decisions. The criteria of optimization of the region’s agricultural policy according food security were reasonable. A theoretical model of the optimization mechanism of the region’s agrarian policy developed applying of the method of «branch and bound». The results have a practical importance for governors in the development and implementation of the region’s agrarian policy.

The article proves the need for elaboration and realization of a new model of social and economic development of Russia. Economy based on knowledge, as the economy type relevant to postindustrial stage of development of society, is viewed as a strategic target. Methodological issues, connected with qualitative characteristic and formation of this economic model, are examined; its essential features are analyzed. Principal conclusion is drawn that strengthening of interrelation between human development in entirety of production and personal attributes and evolution of social and economic systems can be regarded as the most significant factor of the modern social and economic paradigm.

The article considers scenario conditions of the most probable external and internal conditions of development of economy of the Sakha (Yakutia) Republic. The trends of the development of the world economy, dynamics of goods market and development prospects for the region economy are appraised. The medium-term forecast of the main macroeconomic indicators of the Sakha (Yakutia) Republic is presented.

The article considers the issues of planning of social and economic development of the Russian Federation and its subsystems in connection with implementation of the Federal law «On strategic planning in the Russian Federation». It is demonstrated that a number of provisions of the law are in discord with real economic processes. The article formulates the issues, essential to the process of strategic planning. The need for change of the paradigm of state planning and management in the light of implementation of the adopted law and the issues of the modern economic development is proved.

During the past 25 years, studies of regional innovation systems have formed a new independent research direction. The attempted bibliographical analysis has permitted to establish that 125 scientific articles were published on this subject by 268 specialists from 37 countries. These investigations tend to concentrate in the United Kingdom, China, Taiwan, Finland, Russia, Germany, and Spain, which, thus, have the biggest intellectual potential for regional innovation systems governance. The latter becomes important premise for decrease in the inequity of countries by their innovation development level in the modern world.

The article introduces the methodology that accounts insurance activity results for the formation of the tariff policy of insurance company. We present the model which predicts the level of loss ratio. Formulas to determine the market tariff rate of the insurance company taking into account market segmentation, as well as in accordance with the views of an actuary on the risk of the insurance product are given. The article contains the method to form an objective insurance rates which compensates the impact of underwriting cycles.

The article describes the main approaches to the definition of «environmental safety»; was formulated a working definition. The system of indicators was generated, it consists of the blocks: negative/positive impact of human activity on the environment; industrial activity, having an impact on the environmental safety; implementation by organizations the environmental innovation. Author›s approach was developed to the environmental safety assessment of the social and economic systems. Results of groups of the Russian Federation subjects are presented and compared the dynamics for 2012–2014 years.

The article considers the principles of the formation of an effective system of management and control of accounts receivable of organizations through the mechanism of credit policy both at the stage of its formation, and at the stage of its collection. The methodical approach is developed to the creation of a competent credit policy, which allows you to control the proportion of accounts receivable in the total assets, and reduce the risk of uncollectible receivables. The conceptual framework for the implementation of the credit policy in the organization is described.

The article describes the essence of a multisided platform, as a way of interaction of participants on multisided market. The typical structure and basic network effects of using a multisided platform are described. The key features of pricing in the multisided markets and the multisided platforms are considered. The essence of crowdsourcing is analyzed. The advantages of crowdsourcing as the collective interaction of stakeholders, both for customers and for society are highlighted. We are suggest to consider a platform for crowdsourcing as a multisided platform, which is subject to the laws of pricing on the multisided markets and multisided platforms. Ways of solve the problems of pricing in crowdsourcing projects in domestic practice are allocated.

The conception of the system specifics of renewal of financial relations of mergers and acquisitions of non-finance corporations is formed. It becomes apparent in the context of mutual dependence of processes of development of subsystems of social and economic system, including financial, productive-economic, social etc. The results of development of the subsystems are expressed in their progressive or regressive renewals. The nature of renewals depends on achievability of synergetic effects by mergers and acquisitions projects; this achievability is defined by the ability of their participants to resist impact of risks. The actuality of revelation of the system nature of riskogenics of reproduction of strategic processes of corporate integration, which is of integral nature, is proved. The nature is formed by complexity of adequate forecasting of finances of corporate integration in view of the whole variety of mutually dependent turbulences of the subsystems of the social and economic system.

A new point of view regarding the content of express analysis of the financial state, carried out for strategic purposes for the first time or pursuant to the already adopted financial strategy of an enterprise, is presented. An exceptional role of various topical groups of financial coefficients in identification of a certain type of financial crisis at the enterprise is formalized in the course of the research. The article also proves the new procedure for usage of the results of financial monitoring for initiation of correction of a finance strategy only after clarification of their strategic essence on the basis of factor models of in-depth analysis.

The article analyzes the role of hydropower construction, current and possible future water reservoirs as part of the hydroschemes on the rivers Angara and Yenisei in the formation of water quality under the influence of the economic development in the region of the Middle Yenisei and the Lower Angara. In accordance with this main attention is given on identifying the role of reservoirs with the following items: 1) the formation of a possible economic complex, including energy-intensive industries, 2) assessing the state of the water environment that can arise under the influence of economic development of the region. As a research tool, a model that describes the process of changing the concentrations of impurities in the regulated water body (reservoir) and in the bottom sediments is proposed. The calculations made allowed to determine how is changed water quality in the reservoirs of the cascade of HPS under the influence of discharge of industrial wastewater of the promising pulp and paper mills in the Lower Angara region.

The article deals with public-private partnership in the sphere of housing and communal services. A mathematical model for determining the readiness of state and commercial structures for partnership. On the basis of expert evaluation criteria imposed by computer simulation determined the level of preparedness of each of the actors to the partnership. The analysis of the simulation results.

The paper analysis the results of realization public contractual work in the regions of country on the data of 2014 year on the contracts, made by the small enterprises and individual entrepreneurs. Discuss the dynamic of quantity and value of contracts. Analysis based on the created economic-mathematical models, present functions of density normal distribution. Present medium among the regions values of basic indicators, and also diapason of change this indicators. Show the results and proposals on the development of contract system.

Based on the results of a mass survey and series of collective expert interview two factor groups influencing to negative attitude of local community of Novosibirsk towards migrants are revealed: first characterizing objective circumstances that cause problems in relationships of local population and migrants (competition for lacking resources of state budget, enclavistaion of migrants, escalation of competition for job markets, differing behavioral models, etc.), while second concerns rumors and assumptions about migrants that are spreading through the city causing ethnical tensions and negative attitude towards migrants.

Results of researches of the accepting society and migrants are reflected in article. Degree of an inclusiveness of migrants is estimated at the accepting society. Potentially problem discrepancies in views of adult migrants and local population are revealed. Influence of potentially problem discrepancies at interethnic communication is specified adaptation and integration of children of ethnic migrants. On the basis of expert poll of teachers of Novosibirsk schools with a large number of children of migrants, possibility of overcoming of these disagreements is shown. The role of school in adaptation and integration of children of ethnic migrants is shown.

The object of study of this article is the world market of educational services. The subject of study is the government policy of the state as one of the important levers of influence, government control and support for the education market. Particular attention is paid to the analysis of the impact of state policy in the sphere of the world market of educational services, promising areas of political programs of the education sector, the analysis of global trends in the world market of educational services. The main contribution of the author is to identify the key aspects that define the conditions of the market development of educational services and the country’s position in the global education market scale.

The paper investigates the problem of constructing of national system for certification of employee qualifications and mechanism of funding. The recommendations on the optimal funding model of the regional certification system are given. Data for subjective view was awareness survey of employees and employers in the Sverdlovsk region. The article may be interesting for researchers specialized in labor economics, and human resources management. Results of the research are useful for elaborating personnel recruiting systems, systems of competence and qualification or labor market regulation policy.

High rates of transformation of higher education in Russia stipulate dynamic evolution of functioning of the system of higher education, in particular renewal of universal, general professional and professional competences of educational process, extension of variety of education technologies, development of competitiveness policy of a higher educational institution etc. The tools for competitive growth of a higher educational institution, consisting in the development of intelligent marketing as the innovation direction of development of a higher educational institution, are suggested in the context of the article. The suggested tools include managerial subsystems of marketing activity of the higher educational institution, aimed at competitive growth of the higher educational institution as the leading institute of formation of professional classes of society.

A survey of some important scientific directions in the sphere of symmetric cryptography is presented. We emphasize problems connected with weak keys, with statistical analysis of symmetric algorithms and with investigation of iterative constructions. Some problems, specific to stream ciphers, iterative block ciphers and cryptographic hash-functions are considered. We also advocate practical significance of scientific work in cryptanalysis and sketch its basic principles.

The article suggests the analysis of institutional factors of economic growth. The obtained results include: categorical and conceptual identification and qualitative assessment of institutional factors of economic growth; proof of adequacy and applicability of the non-linear specification of dependence between institutional factors and economic growth; presentation of capabilities of instrumental means by the J-curve for rendering of recommendations in the field of economical reforming.

The article considers the problems of economic modeling in the context of the methodological approach to the definition of the «model» term as a basic unit in science. The emphasis is on the issue of correlation of views of representatives of various branches, besides possible ways of search for the compromise are suggested. The conclusion is drawn that, despite the variety of approaches, no polar disagreements in positions of the researches regarding the issue of definition of the «model» term were revealed. The problem of search for «ideal», in the context of parameters, models in economics, i.e. models with optimal number of variables, level of abstraction, is defined, and the need for further research in the field of modeling of economic processes is revealed.

The article considers the issues of actuality of participation of citizens in distribution of part of municipal budget on the basis of experience of municipal formations of Latin America, North America and Europe. The specifics of realization of participatory budgeting in each of the presented models are revealed, besides, the need for formation of a mixed model of participatory budgeting for municipalities of Russia on the basis of the best foreign practices is proved.
