Abstract

The report examines the results of the development of the Siberian Federal District in terms of macroeconomic indicators calculated at the regional level, such as gross regional product, the parameters characterizing a standard of living of the population, etc. In detail a condition and  dynamics of key branches of economy of the  territory are  reflected. This paper estimates the  contribution of the  of the  district to economy of the  Russian Federation,  the  level  of its economic and  social  development in comparison with  other federal districts, the situation in the subjects of the Russian Federation which are a part  of Siberian federal district. The conclusions and recommendations are drawn. As an information base of research  used data from the state statistics.

The article discusses the issues and modern trends of the regional policy implementation in countries of European Community (EC); the research is focused on one of the pressing directions suggested by the  European Commission to increase competitiveness of EU  in the global  world  – research and innovation; the estimate of the state and outlook of R&D in the  regional section in countries of Central and  Eastern Europe is given; comparative analysis  is carried out; conclusions are drawn and recommendations are made.

Abstract

The following study focuses on the analysis of the role of regionalization in restoring propulsive  development in the Western  Balkans. The following paper  is based on the hy- pothesis that regionalization (statistical,  administrative, political or any mix of them) only makes sense if it is put to use creating the conditions  for spatial cohesion. Its mission is to unify the efforts  of sub-regions  and local governments to mobilize the resources  provid- ing conditions  for: (1) export  business and private  (productive) investment, (2) labor and (3) life in general.  In the context  of this hypothesis,  the paper  is divided into three  parts. The first part  deals with the constitution of framework for reforming  regional  and local policies, based on the request  that their main task is to put all of their resources  into eco- nomic  and  development function. The  second part  deals  with  the  key  issues  and  contro- versies of the application of the mechanism  of public-private partnership (PPP)  projects to overcome the consequences of regional, sub-regional and local transitional depression. The third section discusses the role of regionalization in the formation and development of optimal dynamic combination of three basic  production and  organizational models of modern industry (Clusters, Industrial districts, Poles  of generic growth). A  key  result is that  the  main  task  of the  (economic) regionalization is to constitute adequate network of regional generic growth poles. The development of (regional) generic growth pole  growth by creating an internationally competent staff and generating innovation, leads to opening space  for rehabilitation development functions of related industrial districts and small and medium industrial centers.

The  present paper contains an analysis  of modern forms  of interaction between companies and  employees, customers and  public.  It is demonstrated that  quasiinternalization and  quasi-externalization also  apply  to  company’s cooperation with  physical  persons. A part  of these persons are  in transition between internal and  external environment. This category of persons can be considered as company’s ecosystem.

Abstract

The  paper is devoted to questions of providing innovation economics with high qualified  specialists, to forms  of the  state support to the  higher school,  to mechanisms of the state order. The  Region’s experience in realization of interuniversity interaction in developing  and  implementation of Master programs is observed. The  key  aspects of the  programs  of target contractual training of masters are  discussed in the  paper. The  results of the  survey  of the  employers, engaged in implementation of the  target contractual master training program, are presented and analyzed. The paper contains conclusions.

The  study  is the  author’s vision  of national self-interest as a catalyst for national consciousness and,  therefore, the development of patriotic attitude to the problems and prospects of the nation. Abstract

The hypothesis is formulated and locates in article that absence of academically issued scientific theory  of audit is a factor provoking  doubts  in an institutional solvency of auditor activity. The arguments proving imbalance and separate nature  of existing provisions of science about  audit as systems of scientific knowledge  are adduced. The conclusion about need of carrying out complex, including the interdisciplinary researches directed  on cultivation of the scientific theory of audit as to organized area of economic science is drawn. Basic  system  problems of theoretical design  of auditor science  are  formulated, the  key problems interfering its formation reveal. The points of view of various schools  of sciences on  structure, mutual correlation and  the  content of the  main  attributes of the  scientific theory of audit are characterized and are critically estimated; on the basis of the analysis  of experience of foreign and  domestic researches the  directions of overcoming of the  saved up internal and external contradictions of auditor science  and practice are offered.

Abstract

The  work  presents  the  theoretical and  methodological research  basics of economic cyclicality, main classifications of economic cycles, research findings of cyclicality of socialeconomic indicators of Orenburg region economics by way of different  statistical methods. The study was conducted with time series free from seasonal  fluctuations and irregular component. Research of cycles in economics  of the Orenburg region  with regard  to the trend  has been  done  for the first time. Statistic  basis of the research  has been  made  up of official monthly  data  of Territorial body  of Federal  Agency  of State  Statistics  in the Orenburg region in 1995–2012.

The  article considers theoretical and  methodical aspects of  statistical investigation of  purchasing function  of  cooperative  organization: the   industry value   for  economic activity  and  employment of rural sector is proved. The  results of the  statistical analysis  of purchasing function of regional cooperative organizations are presented. It is demonstrated that   subjective factors have  key  value  for  the  development of  procuring activities of cooperative organization.

 The  work  gives  consideration to  experience, challenges and  findings  of statistic researches of crops  yield  in the  Republic of Kazakhstan over  the  last  twenty years;  in the work  trends and  patterns of variability simultaneity of main  crops  yield  are  defined; subjects of the republic are classified according to climatic  conditions; historical dating back is conducted to the yield condition and dynamics according to the groups of the region parts; information basis  of the  research is made up of data  from  state statistics service;  specific features of yield variation are pointed out according to the year,  sphere and region type.

Abstract

In the report  some aspects of quality of statistical information are outlined.  Sampling in social-economic researches is given ground to. The essence of direct and return  problem of selection method  is considered, terms are specified, formulas of calculation  of an average and limit error of a sample average and a share are given. The importance of correction for finitude  of population in social and economic researches when solving return  problem of sampling is indicated. The procedure of payments  of sampling number  and assessment of indicators necessary for this purpose at preparation of sampling are discussed. The work points out the need for recalculation of coefficient of trust when processing collected data for specification  of confidential probability with results  of sampling  extending  on main population. Solution of return  problem of sampling method  is approved within research of population of the Novosibirsk region – Social support  of population: the need for help and directions  of support.  «Repair»  of sampling because of its shift on the age of respondents increased  the actual number to 460 people. Values of the recounted coefficients of trust according to the features which were based upon at determination of the sampling number confirm high reliability of information on population.

Abstract

The author presents  his own identification methods  of the similar types of territorial units in the report. Не deals with the preliminary considereation of the types, formation of informative signs and integral indices, specifics in the application of algorithms of typological group and portfolio  analysis in the applied  research  of the development of territorial units, analysis for the groups of territorial units. The results of applied  research  in the region of social and economic division into districts are generalized. The paper also describes the methods  of identification of sectoral  «growth point» to work out the territorial units development strategy,  based on the development of the matrix of portfolio  analysis «The attractiveness of the region – competitivness» and identifies the intra-regional differentiation of municipal districts. It demonstrates the comprehensive typology of territorial units in the country, and also in the regions of Siberian federal territory, municipal districts in the Novosibirsk Oblast . The findings can be used for decision making in the restructuring of the economy in some regions, in the identification of economically depressed regions with the purpose of their economic and social development.

Internal labor migration significantly affects  the  socio-economic development of regions  of the  country. The  author carries out  segmentation of territories by level  and  intensity of migration via cluster analysis.  The  emphasis is on “giving” regions. Official data of government statistics was used  as a date  base  of the  research. Conclusions are  drawn, recommendations are made.

Abstract

The paper presents the methodical approaches and the results of construction the production functions, based on the  use  of spatial data  for  2011 year  and  panel data  for  the period of 2007 year  till 2011 year.  Present functions, characterize the activity  of the aggregation of small  enterprises through the  regions of the  Russian Federation. Functions describes  the dependence of turnover small enterprises from  investment in fixed capital and wage  of employees of these enterprises. Discuss  the  main  characteristics of the  achieved production function and their comparative analysis.

Abstract

The  article examines the features of social and  political factors of the development of civil activity in Russia, its role in political process of the Russian  Federation. It examines the main values of Russian  society, which provides  several  interconnected levels of civil participation with their inherent specific characteristics.

Conclusions,  made  in the article,  tell about  the transformation of civil activity from the local level up to the protest  and political participation in the period from 2005 to 2012, about the potential of forms of civil activity.

Abstract

In the  report features of social-economic conflicts and  their role  in society  development  are  considered by the  example of Ukraine. Social-economic conflicts arise  between participants of public  administration, corporate relations and society  as a result of distinc- tions  in their interests and  requirements. Unresolved conflicts result in decrease in level of social  safety  of the  country. In  order to  make conflicts influece society  development positively, it is necessary to adjust interaction between conflict parties through cooperation and to adhere to the principles of harmonization of interests and social responsibility.

Abstract

The report  provides theoretical interpretation of main public tariff policy challenges in the Russian Federation based on the investigation of the content  of tariff forming methods in the country and abroad, and on the analysis of methods and types of state and business structures in the form of private-public partnership; as a result of multidimensional statistical analysis  of time  series,  structural differences, and  causalities was proved faster growth of changing public  water supply  tariff  compared to the  nominal income growth, and  high level of assets  depreciation and  direct influence of assets  renewal on quality of public  water supply  and  disposal services  in Orenburg; cost managing methods were  supplemented by improved structural analysis  of costs on providing water supply and disposal services,  of expert assessment of discovered statistical parameters which  significantly influence tariff formation; by scheme and decision tree  at the main stage of tariff formation – cost management;  for the first time statistic tariff forecasting is conducted according to one-dimensional models of time series and results of multi-factor tariff modeling for the services rendered by Orenburg Vodokanal, OOO.

The  structure of forming of the  personal incomes is considered as hierarchical education, including totality of elements and functions, accomplished under influence of factors and  institutes of society.  The  stages  formative the  vertical structure of process of forming of the  personal incomes as a secondary subsystem of global  frame of society  are  distinguished.

The  theoretical justification of the  features of the  object in terms of socio-economic transformation is given and the trends that  influence the formation of personal income are described. The real trends of the transformational process are showing.

Abstract

This article considers the  research of agricultural system  stability based on the  observation of spatiotemporal common factors of agriculture development cyclicality  as a main component of the  food  supply  security system. With  the  help  of the  spectral analysis  the mathematical model of forecasting was developed to demonstrate the cycling of events in the agricultural sector. This model is based on the dynamic series  of grain yield level in the European part  of Russian Empire, USSR and  Russian Federation in its modern boundaries for the period from  1883 till 2010.

Abstract

We analyze the impact of migration on wage, unemployment rate and income. Using Russian  official statistical  database from  1995 to 2010 we estimate  dynamic  panel  data model with spatial effects. There  is no significant impact  of migration  on unemployment rate. There  is a positive spatial effect for wage and unemployment. We find negative  rela- tionship  between  net internal migration,  and both  wage and income,  which is explained by positive effect of out-migration on wage and income. However,  the migration  benefits are not big enough  to make a difference  on Gini index across regions. We conclude  that migration  does not affect regional convergence of economic indicators. This study was car- ried out within The National  Research University Higher School of Economics’ Academic Fund Program  in 2013–2014, research  grant N 12-01-0175.

Abstract

The use of information systems in business implies  on the one hand that IT-systems are constantly  adapting  to the requirements of the company as business processes are changing  all  the  time.  On  the  other  hand  business  processes  should  be  aligned  with  technical capacities of IT-systems as they develop very quickly. This approach is called Business-IT Alignment in IT management. Unfortunately the  reality is there are  significant gaps and weaknesses in the management and use of information systems. This leads to the decrease of efficiency and  effectiveness of the  business processes support. Reverse Business Engineering or to be more exact  regular diagnostics used  in the  IT area  can help  to fill in the gap between business and IT by tracking transaction data, logfiles,  and user behavior. This approach requires a comprehensive analysis  of information systems  to determine system modification, unused capacities, business process deviations, etc. So, fixing weaknesses that were  found in this way in information systems  and  business processes improves dynamic business strategy support and increases competitiveness.

The  article analyzes the  comparativistics of the  most  influential opposition union of Russian intellectuals of the 19th century – the «Russian sociological school». The comparativistics included  diachronic  and synchronous aspect: comparison of development stages of domestic  and Western  European social organism  and comparison of basic characteristics between  Russia and Western  Europe. It is demonstrated that the comparativistics was based on principles of radical socialism and antietatism that gradually lost the initiative to principle of liberalism.

The  article attempts to reconstruct the  idea  of «intellectual adulthood» suggested by Kant. It is an adult personality that  defines a fully-fledged tradition. This concept became the  subject of culturological reflection in the  works  by Schopenhauer, Herzen, Spengler. It turned out  to  be  constantly connected with  Goethe’s  artistic and  scientific ideas.  The idea  interpretation of era,  culture, person coming  of age is based on the  German classic’s apophatic concept.

The article considers the existing  approaches to measuring of the brand power, special attention is paid  to the  analysis  of existing  mathematical models, which  allow to estimate efficiency of branding company and  quantify his power. Based on the  analysis  of models a list of the  factors having  impact on the  brand is drawn up, and  a cognitive model of the influence of different factors on the  strength of a brand is composed of, as well as their mutual influence on each  other. Based on the  method of iconic  oriented graphs presents the trend of influence of various factors of brand strength in time.

Implementation of quality management system  in the  activities of trading enterprises – is one of the tools to improve the organization and functioning of the processes, which is currently not developed in relation to the trading industry. But not all enterprises require in this approach of development activities. The proposed method of assessing the need for the  development of trading enterprises through the  implementation of a quality manage- ment  system  will allow trading enterprises to orient in the direction of improvement.
