SOCIETY AND ECONOMY: PROBLEMS OF DEVELOPMENT
The article deals with the strategic risk management processes of economic sustainability universities: The causes of risks, gave a detailed classification of risk factors at the place of threats, be allowed to give an integrated assessment of the impact of the environment on the economic stability of institutions of higher education, the author ‘s classification of strategic risks .
The article analyses the demographic crisis in Russia and links it with severe recessionary events in society. It is proved that they cause low health level, high lethal level, qualitative and quantitative reproductivity degradation and forming of demographic and labour potential in Russia. The authors suggest that the solution of demographic problems inside the Siberian Federal District should be not only regional but public task
The article covers the state of personnel in the judicial system resulting from the party line for the introduction of workers and farmers into magistracy. It is demonstrated that labour mix in judicial agencies in Siberia had a low level of educational and professional training, lacked experience that led to offence of the law.
The article analyzes the possibilities of intermediation at services distribution. A distinction between sale of service and sale of right to service is drawn. Four types of service intermediaries are fetched out: vendor intermediary, integrator intermediary, authorized intermediary and transactional intermediary. It is demonstrated that the essence of service intermediary activity lies in client access arrangement to resources of service provider.
The article analyzes the development trends of health services in Primorski Krai. The development features of health services in the region are marked out.
The paper discusses the standard technique for economic effectiveness of some construction technologies by comparison of lump-sum and operational costs. Recommendation are given to property developers, household end users, companies-occupied housing, public and local authorities at the solution of the problem of the increase of the territory investment attractiveness.

The increasing importance of international financial centers in world economy justifies the comparative evaluation research. The article presents the results of the analysis of some quantitative indices of the scale of operations of international financial centers in the contexts of segments of international financial market.
The article presents the notion of credibility of organization. The comparative analysis of definitions of notion of organization reserves is carried out. The essence of organization reserves in accordance with accounting and financial approaches is revealed.
STATISTICS AND ECONOMIC DIMENSION
The article considers issues of determination of level of health care effectiveness in the constituent territories of the Russian Federation. The system of indicators of health care effectiveness is developed. Region typology is realized by means of multivariate statistical methods. Proposals for the increase of effectiveness of health care in the constituent territories of the Russian Federation according to their type are formulated.
The article examines gender features of a lifetime among main ethnoses in the Republic of Kazakhstan. Government statistics data is used as a data base. Conclusions and recommendations regarding the determination of reserves of reduction of excess mortality are drawn.
SOCIOLOGY
The paper discusses the causes for insufficient modernization effectiveness for the country development. The social factors that influence the change of situation include presence or absence of society confidence in activity of management and social institutions. Certain level of development of individual and public conscience, which encompasses authority of power, beliefs about freedom and justice significantly affect rates of historical transformation.
The article examines the processes of development of regional Russian social policy, forming of new forms and subjects of social issues management in terms of the consolidated policy concept applicable to social work with family and children, protection of their rights and family ill-being prevention. The factors that hinder consolidation together with successful regional experience and possibilities of integrative schemes and zoned social practice in dealing with social issues of family and children are considered.
The article considers the introduction of the new notion for sociology of management – «mosaic type of conscience». The typology of family conscience based on the research of students from Russian and Belarus is analyzed. The mosaic type of family conscience is proved empirically, a comparison with traditional and feminine types of family conscience is made.
The paper discusses the issue of definition of rationality in sociology. Current models of definition of rationality are analyzed, their problem nature is revealed. The author addresses the definition of rationality in terms of diatropic cognitive model and theoretical principles of postnonclassical sociology. Such an approach makes it possible to consider various definitions of rationality as social objects and their comparison leads to confirmation of a sign of reflective appearance as an invariant in every definition. Such a sign differs the class of rational content of reality from the sphere of irrational.
Formal description of complex economic system requirements for key personnel today is not a fashion issue. The development of a job profile on the basis of competency approach is an attempt to measure something that is hard to measure in the first place: knowledge, experience, skills etc. The authors, having probed the given methods mostly at the production department of a large Russian oil company, suggest the mechanism of the embedding staff evaluation into the strategic management system of the company. In order to avoid contradictions between current planning systems, the authors deem it efficient to use key performance indicators (KPI), where intellectual worker must possess certain competencies to achieve those.
The article analyzes theoretical background for conceptualization of the marginality notion in sociological paradigms. Although the concept foundations were elaborated by Park in 1920, the short of the matter was addressed in sociological theories before, e.g. Marxism, theories of anomia and social mobility. These theories describe social, cultural and economic processes that led, in the terms of the marginality concept, to the state of marginality.
The main theoretical issue of social management is the absence of the comparison mechanism of biological, psychic and social needs of subject. «Social action» («social conflict» being a special type of it) makes it possible to solve the issue. The article defines the social conflict and main ways of its resolution – victory, defeat, reconciliation, forgiveness, compromise. The mechanism of the social conflict resolution can also be used for its unleashing.
FACTS, APPRAISALS, PERSPECTIVES
The paper discusses the determination of quality parameter as an ultimate goal of performance of the social nutrition system. Effectiveness is considered as the relation between complex achieved result and resources of a noncommercial system. The specifics of quality perception by all participants of the rendering service process with external management.
The characteristics are examined, the factors are presented and the principles are formulated that make it possible to manage forming and development of industrial innovation clusters in terms of monoindustrial cities of Kuzbass. The organizational structure of Yurga industrial innovation cluster is offered.
The impact of state support of agricultural industry in Kamchatsky Krai on individual indicators, such as proceeds, primary production costs etc. is considered. It is revealed that the current state support doesn’t provide for extended reproduction of agriculture in the region with extreme production conditions. For this reason it is necessary to make the support mechanism more transparent and accessible, create competitive environment, simplify credit principles and amend manufacturers subsidization for the purposes of effective financing.
BUSINESS INFORMATICS
The paper considers the features of the diagnostic control of power installations of power plant via expert diagnostic system of functional hybrid type named SKAIS. SKAIS, the system of control, analysis and monitoring of changes in the power plant state, is a dialogue modedriven software system, designed for diagnostics and expertise of any power plants. SKAIS makes it possible to diagnose decline in economical efficiency, define amount, reasons and danger of current changes, forecast state, evaluate reliability, remaining life, longevity, risk level and damage from further power installation exploitation at early stages (with the use of accelerated tests). SKAIS system makes decisions toward surmounting the conflict (maintenance or restriction) with the presentation of recommendations, prepared in the knowledge base (in the form of end products – decision rules) to operative and maintenance personnel of a thermal plant. The data base and knowledge base about all forced stops and equipment defects, deviations from the exploitation norms are made for that end.
THEORETICAL SEARCH AND OFFERS
In article considered the possibility of studying the problem of reliability of the production system consisting of subsystems of the main production and the service subsystem using approximate analytical models, which are based on models of queuing systems with variable service rate input in the subsystems of the main production and models of queuing systems with priority rules recovery process equipment in the host system.
The article analyses the development of organizational structures of oil-and-gas enterprises management in the Republic of Tatarstan. The improvement options for organizational structures in the present state are offered. The interrelation between organizational structure of management and organization environment is revealed. The necessity for the organizational structure design in accordance with the development strategy of organization is proved. Methods of effectiveness enhancement of organizational structures of management are analyzed.
The article proves the possibility of application and use of the «uncertainty management» notion as a completely independent direction of the management theory that differs fundamentally from the “management in uncertainty conditions” bandied notion. Measures of uncertainty management in business systems are systematized and examined in terms of integrated approach to the dangers and threats management in the economic agents activity.
The paper considers the specifics of bilateral relations between USA and Kazakhstan in matters of non-proliferation of nuclear weapons. Records of Bill Clinton’s administration, Congress, Department of State and Department of Defense were used as a source base of the research. The list of nuclear weapons destruction programs is presented. The amount of financial aid to Kazakhstan, along with Russia, Ukraine and Belarus is stated. The results of practical realization of the program of mutual reducing of the threat are analyzed. The respective conclusions are drawn.
The article considers live issues of marketing of non-state noncommercial subjects: political parties, movements and coalitions; trade unit organizations, religious confessions, charity foundations, noncommercial associations. The increased competition in financing sources of these subjects, search for own consumer force non-state noncommercial subjects change their strategy. Issues of own projects promotion, forming of reputation, financing sources attraction and analysis of factors of marketing environment become more urgent. The article presents the analysis of factors of marketing environment that exercise a significant influence on the performance of noncommercial subject.
