Abstract

The article considers directions  of modern  economic development, capable of providing not only economic growth but sustainable development of the Russian society. They include reliance  on knowledge, increase of importance of free goods, innovativeness, development  of all territories, especially rural, public and private partnership. It is demonstrated that human development is a social indicator  of such development. Sophisticated services must be developed in economy, highly-qualified personnel have to be employed, high level of «economic creativeness» is needed. It is brought  to notice that economic growth in the country significantly depends on management issues.

Abstract

Uncertainty is a special scientific category. In opposition to other fundamental descriptors of economic science do not apply to her insistence on strict consistency and accuracy. With the evolutionary development of ideas of economic rationality, uncertainty filled each time a new, sometimes paradoxical and different from previous experience meaningful content. Precisely in addressing the problem of categorization and comprehension of the nature of uncertainty directed this research. In the scientific generalization and systematization is given complex view of issues of identification uncertainty with change economic paradigms. Critical examination of the arguments in the theories and concepts of the role of uncertainty show several contradictions, make affluent conclusions about the nature of propagation of uncertainty in the economy.

Abstract

 The responsibility for  certain processes is redistributed between managers of linear functional level and team members of the main business processes in the process approach to management as a result of decentralization of resources and powers to the lower  levels of management. Performance indicators of subprocesses reflect the  degree of achievement of planned results; the  indicators are  presented by growth rates of performance indicators of teams of processes. Material expenses and  labor costs are planned by means of input normal for business event execution.

The  article suggests the  approach to balancing of demand and  supply  at the  regional food  market. The  conceptual model of balancing of the  regional food  market along  with its interpretation is presented. Hierarchy system  of economic and  mathematical models, allowing industries of agroindustrial complex to  achieve balanced supply  of the  region with  agricultural goods  at  the  level  of effective demand is formed for  realization of the conceptual approach.

Abstract

The  article considers challenges of pension coverage of population ofRussiain the years  of radical market reforms. The  author presents previously unpublished materials of the State Archive of theRussian Federation, making it possible to see the level of mutual understanding of authorities and  population regarding pension coverage issues. Such  social policy drawbacks as lack of clear  concept of the pension coverage in the Government as well  as obvious inconsistency of actions of the  nation’s leadership are  revealed. It  is shown  that  insufficient level of financial resources failed  to provide worthy conditions for pensioners in the 1990s.

Abstract

Current real estate  market  conditions  with uncertain price trends  and contradictory forecasts  imply the following: precise  level and probability of losses as well as effective risk management decisions  might be achieved  only with integrated approach. The paper examines  and  implements combining  sensitivity  analysis,  decision  tree,  Monte   Carlo simulation  and  scenario  analysis  in  one  risk  assessment   algorithm.  According   to  the developed algorithm  the  risks  of real  estate  development project  were  estimated and necessary recommendations were formulated.

The   article  examines the   possibilities of  developing and   monitoring key  process indicators within  the  process approach in a commercial bank. The  basic  concept of the process approach is studied. The procedure of identifying key indicators of processes based on which shall be based assessment processes is described. The  results of the  quantitative measurement of intellectual capital of gas and  petrochemical complex’s enterprises  of the  Republic of Tatarstan, based on the  calculation of the  fundamental value  of intangible assets,  are  presented. Abstract

Economic  growth  rates  inSiberiaand its regions  depend  on the level of labor  force use. Existing  demographic and socio-economic issues don’t make  it possible  to improve qualitative and  quantitative characteristics of labor  force  significantly.  Complex  assessment via use of integral  indicators  will make it possible to carry out constant  monitoring and diagnostics  of regional  factors and conditions  of forming and use of labor force. The obtained integral indicator  of complex assessment  makes it possible to estimate  efficiency of use of labor force in the region, as well as map out reserves for improvement of its forming and use.

 The article presents a detailed characteristic of dynamics of the main health indicator of population – average life expectancy of men and women in Novosibirsk Region for the period 1958–2011. The analysis of the indicator by age groups of the region population is carried out, its regional features are revealed. Background for construction and analysis of survival tables for years of enumeration and close to those 1958–1959, 1978–1979, 1988–1989, 1995–1996, 2002–2003, 2010–2011 is presented, dynamics of life expectancy at birth of population of world regions for 1950–2012, of Russia (in modern boundaries) for 1896-2012, is demonstrated. Dynamics of working period of population of Novosibirsk Region for 2002–2011 is examined, labor losses due to premature mortality of population of Novosibirsk Region in working age are defined.

Abstract

Imperative need for monitoring of qualitative parameters of administering sub-de partments is justified. The form of intramural model of efficiency of processes of administering sub-departments, proving their ranking by levels of importance, delegated authority and responsibility, is suggested for systematization of results. The ranking score method of administering sub-departments by list of normative and local and target values is presented. Practical aspects of development and implementation of the stated model are il lustrated by the model example.

Abstract

 The author analyzes the gender stratification on the basis of the theory of P.Bourdieu. It is associated with poverty habitualization life practice. On an example of the results of in-depth interviews show that the state of poverty is not perceived as such men and women. This is because the smoothing of the situation and management representations. Habitualization poverty problem associated with the two planes of consciousness of men and women: the real and the imaginary or imitation. Smoothing situation and management representations postpones the actual output of the strata of the «poor».

 In this article we analyze special aspects of the culture and arts organization in the contextof management sociology. Also we consider results of social research: visit frequency of the culture and arts organization, the willingness of audience, the culture deterrent factors. In the study were used such methods of research: quantative method of elicitation – questionnaire; information processing methods of primary analysis; interpretation. The question was discussed from a perspective opinion of the younger generation.

Abstract

 The article considers conceptual approaches to designing of model of management of social adaptation of senior citizens of rural settlements ofNovosibirskregion. It is justified that management of social adaptation of senior citizens must be based on new theoretical approaches in social work, where increasing the capabilities of senior citizens is the key one. The developed model of management of social adaptation of senior citizens, which represents interdependent models, is described. Significant attention is given to analysis of such activity areas of the social and regulatory module as medical service, public services, housing improvement, employment. Finally, the author comes to the conclusion that social services ofNovosibirskregion can make ageing process of population a significant factor of social development by paying constructive attention to issues of senior citizens of rural settlements.

Abstract

The article presents findings of the investigation dedicated to analysis of impact of subjective economic well-being on directivity of economic behavior of personality. It is found that economic behavior strategies as well as valuation and motivational characteristics of professional activity of personality vary subject to level of subjective economic well-being. Rise in level of subjective economic well-being is accompanied by increase of directivity towards selection of more effective and constructive economic behavior strategies.

Abstract

This article analyzes the possible negative anthropogenic impact on state of surface waters in the region and the choice of ways to prevent it. For this purpose an attempt is made to include the general problem of optimization of the spatial structure of the economy of the region block of conditions for protection of water resources. The author gives the economic and mathematical notation appropriate conditions. The interpretation of these conditions is given, as well as the possibility of their use for the analysis of the influence of anthropogenic activities on water environment are evaluated. Great attention is paid to the Lower Angara region.The paper describes the specific features of the Lower Angara region from the standpoint of the impact of the prospects for the development of production on the water environment. It is given the characteristic of the present stage of its development, and considered the strategic aspects of its further formation.

 The results of the analysis of indicators forming the basis for construction of tables of economic activity of population are considered. The existence of a certain lethal level and degree of employment of economically active population make it possible to measure performance potential value of society which is characterized by average time of labor activity. The interrelation between processes of natural population movement and employment for the period in question is revealed. It made possible to obtain information about duration of non-labor period of population by separate age groups of male and female population, to define labor losses in the result of premature mortality in working age; it also made possible to calculate labor potential of population of theRepublicofKhakassia.

The  article is covered with the issues of development of the information resources on Atomic Spectroscopy. A new approach for building resources is suggested: replacement of information retrieval systems  by decision support systems. Considered a number of mech- anisms  and  algorithms that  can improve the  efficiency of the  research: data  visualization in the  form  of diagrams of the  spectra with  intelligent selection of levels  and  transitions, as well as models of spectrograms, build  modeling tools  reference spectrograms and  their comparison with the experimental spectra of samples; ensuring the interoperability of the system  with the  most  famous stores of data, ensuring the  reliability of the  data, including the  monitoring of the  compliance  of the  physical laws (for  example,  rules of selection); analysis of spectroscopic data by statistical  methods  and intelligence  processing. The  organizational and  economic model of technological development of the  industrial  enterprise which is carried out by interaction with university, in the base  of a method of functional modeling of IDEF0 is presented. The  article focuses  on the  problem of an aethical unity  of the  «nature» of the  natural  consciousness attitude (E.  Husserl). It specifies the  understanding of the  reality (the world) of the «nature» of the natural attitude hampering the «vision»  of an essential ethical knowledge and its universal apodictic genesis  of meanings and preventing from solving constructively an eternal ethical collision between «real» and «proper». Phenomenological «abstaining» is considered to be unique and  essential in wakening an inner susceptibility to  an  intentional life of «consciousness» (matter of experiences of transcendental intersubjectivity) accompanied by assuming responsibility for ethical-apodictic relationships.
