This article discusses how to conduct foresight type  of social  engineering. Introduces the distinction between Foresight as forecast and Foresight as social engineering. The practice of forecasting wild cards  (jokers) – the so-called unpredictable, but the case of events that  break the  habitual and  the  predicted course of development. Introduced jokers idea of two classes: class, destructive trend, and class, creating a new trend.

Abstract

The  article shows  the  negative trends inRussia’s  industrial development in comparison  with  other countries. The  potential market assessment is presented for  oil  and  gas mining  equipment, road construction machinery and  equipment required for  the  active development of Siberia and theFar East. The idea of forming a «Siberian industrial zone» on the basis of the Siberian and Far Eastern cities located near  the Trans-Siberian Railway is proposed. The principles of industrial policy that  ensures the development of the industrial  sector inRussia, Siberia and theFar East are formulated.

Abstract

The study concerns with methodological issues of extension of general equilibrium input-output models with assumption of macroeconomic policy shocks. A general equilibrium input-output model with aggregated monetary and currency markets is suggested for the Russian economy. The model is based on synthesis of macroeconometric and inputoutput approaches. A key feature of this model is endogeneity of inflation rates, interest rates and exchange rates. A macroeconomic forecast with various scenarios of monetary policy is given for the Russian economy for 2013-2015. The obtained results show inconsistency of current monetary policy in Russia with priorities in modernization of the economy.

Abstract

The paper examines the current state, structure and dynamics of investment in the fixed assets of economic entities in Russia. The problems of updating fixed assets and possible investment resources are identified. The analysis of the normative basis on accounting and taxation of fixed assets currently in force is conducted with the purpose of understanding its influence on forming depreciation capital. The authors substantiate the necessity of using the concept of depreciation capital; analyze its interrelation with fixed assets. The role of depreciation capital in the increase of the volume of investments in fixed assets of organizations through the mechanism of improving public depreciation policy is explained.

Research results of the accounting modern functions, considering environment and internal potential of registration procedures, are presented in this article. The author proposals about practical realization of the accounting control function are based on provisions of the institutional theory of accounting, that allows to consider functionality of accounting according to public expectations. The author shows influence of public expectations on realization of the accounting control function by the example of accounting methods for fixed assets.

Abstract

Is affirmed the need to find a common basis for information theory and  the theory of accounting (as the information system). Described five levels of data  models that  differ  in the  degree of abstraction. Examined the  connection between accounting and  data  model «Entity – Relationship» P. Chena. Proposed the  model of accounting on  semantic level «attribute – value  of the attribute – an event». We considered a model of event. Shows the essence of double-entry as a consequence of the reflection event-driven view of the world. Disclosed the content of the accounting balance sheet based on dividing  the two values  of the attribute «area of accounting».

Abstract

The article analyses the influence of human capital on population’s income in Russian regions. Extended Cobb-Douglas production function has been used to estimate the influence of educational level on citizens’ income. Regional statistical data for 2003–2012 have been used to calculate spatial regressions. Conducted macroeconomic research showed a positive correlation between average monthly wage, income and consumer spending per person in regional economy having an average educational level. The research also showed a negative correlation between life expectancy and average monthly wage and a positive correlation between average income and consumer spending per person.

Abstract

The article presents and discusses results of the typological grouping of municipalities of the Republic of Sakha (Yakutia) by the level of economic development. Index of gross municipal product per capita is used as a type forming characteristic. Reasons and factors of differentiation of territories by the level of development are examined by a grouping method. Conclusions are drawn and recommendations are made. Government statistic data is used as a data base of the research.

Abstract

Method of assessment of a general risk level of enterprise with a small history of activity is developed. It is built upon the adaptive neural network based on the fuzzy inference system. The suggested method is characterized by feasibility of using various methods of qualitative and quantitative risk assessment. The process of analysis and assessment of risks, securing preparation of justified managerial decisions inclusive of all possible risks of an enterprise, is also described.

Abstract

In the article it is considered the advantages and disadvantages of application of simulation method  for the evaluation of impact of risks on the investment projects  efficiency. The sequence  of the stages of simulation method  is formed. For the results of the researches it is suggested  to determine the level of impact of risks on the investment projects  efficiency by a matrix  that  is based  on the use of two indexes, namely: level of losses and frequency  of distribution of losses.

Abstract

The article covers issues concerning the forthcoming reform of the system of higher education in Russia. It presents several provisions of the main governmental documents determining the course of the reforms in the public sector and higher education. The article is focused on different points of view to the effective contract. Most authors consider the effective contract as a changed variant of the labour contract, which corresponds to the definition of the effective contract in the remuneration system’s incremental development program. A special focus is on positive and negative consequences of the effective contract’s adoption. The effective contract’s main advantage is that it will link the remuneration of labour to the volume, intensity and quality of work completed under the labour contract and it will determine teaching employees’ salary level making it competitive with other sectors of economy and on the regional labour market. The article studies the matters how to create favourable conditions of effective contract’s adoption because without them it will be hard to achieve a positive effect of the higher education reform. Different authors express their attitude towards the criteria of teaching employees’ activity appraisal in the effective contract. The data and criteria of the activity efficiency, the amount of emoluments, the amount of rewards for achieving collective results of work must be properly understood by both employers and employees, with no ambiguity.

It is important to choose the right approach when evaluating the merits of outsourcing. Its success depends on the ability to adapt to changing market demands, economic and political situations in the country and the world.

This topic is relevant because outsourcing market is very popular abroad and dynamically developing in our country and regularly offers new unusual products but the majority of Russian companies are in no hurry to take this opportunity and still prefer to perform on their own in as many number of areas as possible . The purpose of this article is to identify the feasibility and profitability of outsourcing for an industrial enterprise based on existing modern concepts in evaluating the efficiency of outsourcing.

In the article the questions of creation of effective system of bonuses and material incentives at the enterprises of the shipbuilding industry ofSt. Petersburg. The deficiencies of the current system of bonuses in the industry: the lack of evaluation of employee performance and motivation for the achieved results, the prevalence of methods of bonuses on the basis of «mutual agreements», the low level of interest of employees in the results of work. Abstract

This article seeks to examine the possibility of improvement of information systems development in educational institutions. For this purpose thedomestic andworld experience in this area was analyzed, and main characteristics and problems were identified and classified. In response to shortcomings of the classical approach to information systems development a different approach was proposed. This approach involves the use of technology of business process management. Advantages and disadvantages of both approaches were specified and opposed to each other. And, as a result, certain recommendations were made on the use of technology of business process management within the framework of information systems development in educational institutions.

The article analyzes the issue of interrelation between domestic and foreign policy of states in Kant’s political theory. His intra-legal («of a legal state» and «republic») and foreign policy («of a global civil status of public security» and «everlasting peace») projects are studied. The German author reconsidered and clarified his position, remaining intact in one thing: international security and legal state fit together in the evolutionary outlook of world policy. Its standard varied from recognition of «the security dilemma» and «balance of forces» to approval of axiological significancy of global security of states.

The article deals with the methods of inventory management of enterprises, in particular the use of models Economic Order Quantity (EOQ) to determine the optimal order quantity. The authors give brief analysis of existing modifications of the model EOQ. The authors come to the conclusion that all the modifications are intended for individual cases. Authors propose the universal algorithm for creation such modifications of the model to widespread its use. The main recommendations and approaches for creation of specific models modified to the needs of specific cases are given in the article.
